Summary
On February 13, 2025, the County of Marin Department of Finance, Internal Audit Division, presented this audit report to the Measure A Community Oversight Committee. This audit assessed grantee compliance with Ordinance 3760 and its Expenditure Plan, and the policies and grant guidelines developed for Measure A-funded grant programs. Measure A funds grants supporting work in parks and open spaces managed by local cities, towns, and districts; outdoor access for local residents that experience barriers; and sustainable agriculture through agricultural easements, conservation on working lands, and food systems and resilient ecosystems. During this audit period, one Breathe Respira Community Grantee did not submit final reporting, the organization dissolved, and staff could not verify whether expenditures complied with the grantee’s scope of work. Staff is managing this grant program on a reimbursement basis for one year while new safeguards are explored for ensuring proper reporting and funding use when providing advanced payments under this small grants program.
